I Program Introduction
The CSC Bilateral Program accords with the cooperation and exchange agreements or consensus reached by the Chinese government and the governments and institutions of other countries.
Hefei University of Technology (HFUT), a key national university directly under the Ministry of Education of the People's Republic of China, is one of the designated institutions authorized to host this program. We warmly welcome international students with outstanding academic backgrounds and professional competencies to pursue studies and engage in academic exchanges at HFUT.
II Supporting Categories, Duration and Majors
1. Supporting Category: The Bilateral Program supports undergraduate students, master students, PhD students, general scholars and senior scholars. Please consult the dispatching authorities of your home country for the categories available.
2. Duration: The Bilateral Program covers both major study and Chinese language (preparatory) study. The language courses last one year, whereas the duration of the scholarship for major study conforms to that as required.

III Scholarship Coverage
Tuition, on-campus accommodation (double room) or off-campus accommodation subsidy, comprehensive medical insurance and stipend.
IV How to Apply & Timeline
Applicants shall submit their applications to the dispatching department of their home countries (typically the Education and Culture Section of the Chinese Embassy or Consulate General in their respective countries). The application period generally runs from early January to early April. For specific application deadlines, applicants are advised to consult the dispatching department of their home countries.
V Eligibility
1. Applicants should be non-Chinese citizens, and physically and mentally healthy.
2. Academic background and age limit:
(1) Undergraduate program applicants should hold a high school diploma before September 1, 2026 and should not be older than 25.
(2) Master program applicants should hold a bachelor’s degree before September 1, 2026 and should not be older than 35.
(3) PhD program applicants should hold a master’s degree before September 1, 2026 and should not be older than 40.
(4) General Scholar program applicants should hold a high school diploma (or higher) and should not be older than 45.
(5) Senior Scholar program applicants should hold a master’s degree (or higher) or an associate professor’s title (or above), and should not be older than 50.
3. Learning/Research Ability:
(1) Applicants should have good learning ability and academic performance. In principle, applicants’ academic grade in the previous stage shall not be less than 75%.
(2) PhD program applicants should have previous scientific research achievements, including published research papers, patents, or officially recognized research awards.
(3) Undergraduate program applicants should complete the China Scholastic Competency Assessment (CSCA) prior to the application deadline. Relevant test subjects are specified in Appendix 1, and detailed test arrangements may be accessed via the official CSCA website (www.csca.cn). Applicants whose test results do not meet the requirements of HFUT must take preparatory studies and will be eligible to undergraduate programs only after successfully passing the preparatory program assessment.
4. Language requirements:
(1) Applicants for Chinese-taught programs must have a Chinese proficiency level of HSK 4 with a score of 180 or above. Those who do not meet this requirement should take Chinese language courses and will be eligible for HFUT degree programs only after satisfying the admission proficiency standard. Applicants who have obtained a degree from a Chinese university where Chinese was the medium of instruction are exempt from submitting the HSK certificate;
(2) Applicants for English-taught Programs must have the English proficiency of IELTS 6.0/TOEFL 85/TOEFL Essentials 9/Duolingo 100.
VI Application Procedures
1. Applicants apply to the dispatching department in their home countries for the scholarship opportunity.
2. Applicants log in to HFUT International Student Online Service System (http://admission.hfut.edu.cn) to register and complete application. For the program type, please choose Chinese Government Scholarship “Bilateral Program”. Applicants who have passed the review will receive the Pre-admission Notice issued by HFUT.
3. Applicants log in to the Chinese Government Scholarship Information System (http://studyinchina.csc.edu.cn). For program type, please choose Type A. Fill in and submit the application information online, then print the Application Form for Chinese Government Scholarship. Please select Hefei University of Technology as your first-choice university (Institution Code: 10359).
4. Applicants submit their application documents to the dispatching department of their home countries before the deadline.
VII Application Documents

2. Scanned copy of passport biodata page;
Ordinary passport with more than one-year remaining validity
Graduating students can provide pre-graduation certificate, indicating the expecting time for graduation, and the degree certificate must be submitted before registration.
4. Academic transcripts;
5. Test results of CSCA; (Required for undergraduate program applicants)
6. Two recommendation letters from professors or associate professors; (Required for master, PhD and senior scholar program applicants, refer to Appendix 2 for the given template)
7. Language qualification certificates;
8. HFUT Supervisor’s Acceptance Letter; (If applicable, refer to Appendix 3 for the given template)
9. Study Plan; (Please use the required template: refer to Appendix 4 for undergraduate program, and Appendix 5 for master and PhD program)
10. The Foreigner Physical Examination Form; (valid for 6 months, refer to Appendix 6 for the given form)
11. Non-criminal Record Report; (valid for 6 months)
12. Letter of authorization and guarantee; (Required for applicants under the age of 18 by the registration date, refer to Appendix 7 for the given template)
13. Example of art.
Applicants for major of Architecture or Urban and Rural Planning shall provide one’s own art/design portfolio.
Note: If the above materials are not written in Chinese or English, a notarized translation in Chinese or English must be provided.
VIII Admission and Notification
1. Application documents of recommended candidates from the dispatching authorities will be considered by the China Scholarship Council for eligibility and qualification. Ineligible or incomplete applications will not be considered.
2. Approved application materials will be forwarded to the relevant universities for admission arrangement. For applications with Pre-admission Notice, the China Scholarship Council will directly send it to the host university for admission confirmation. Please select Hefei University of Technology (HFUT) as your first-choice university.
3. After admission confirmation by Chinese universities, scholarship Recipients will get Chinese government scholarships to study in China with approval by the China Scholarship Council. Each scholarship recipient will be granted no more than one scholarship.
4. The China Scholarship Council will forward the Admission List, Admission Notice, and Confirmation Form for study in China (JW201) to the dispatching departments or the students themselves via the Chinese Embassy or Consulate General in their respective countries.
5. Scholarship recipients shall not be allowed to change their host university, the field of study, or the duration of study stipulated on the Admission Notice after coming to China.
6. Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline.
